Baltimore Crisis Response, Inc. (BCRI) is the City of Baltimore’s first and only comprehensive crisis center, located at 5124 Greenwich Avenue. A 501(c)(3) private non-profit operating around the clock since 1992, BCRI has spent more than 30 years delivering behavioral health services and emotional support to individuals navigating mental health and substance use challenges — regardless of ability to pay or time of day.
BCRI’s service mix is unusual and intentional. Beyond crisis call center services and mobile crisis response, the organization operates a Medical Detox Unit and substance use residential units that allow clients to be stabilized and admitted directly from a crisis encounter rather than waiting on a separate referral. CARF accreditation provides external standards oversight of these clinical services. Cognitive Behavioral Therapy is part of the clinical model alongside crisis intervention, behavioral health stabilization, and ongoing coordination with the broader Baltimore behavioral health system.
Clinical and operational leadership reflects BCRI’s depth. CEO Johnathan Davis, LPC, NCC and Chief Program Officer Mary Rimi, MS, LCPC, NCC anchor the executive team. Medical Director Diane Ossip, MD oversees medical care; Clinical Director of Residential and Outpatient Services Roxanne Melgar, LCSW-C leads the residential clinical work. Quinita Garrett, LCPC, NCC directs the Call Center and System Coordination function — the 24/7 backbone of the crisis program. Compliance, finance, and legal functions are similarly staffed by credentialed professionals.
BCRI is explicit about being inclusive and affirming for LGBTQ+ clients, and complies with all applicable federal civil rights laws. Populations served include veterans, young adults, older adults, men, women, court-ordered clients, and individuals with HIV/AIDS support needs. The organization accepts Medicaid, Medicare, and offers financial assistance — recognizing that crisis often coincides with insurance gaps.
