Additionally, in October 2017, the Department of Justice indicted two Chinese nationals, one of whom was living in North Dakota at the time, for fentanyl manufacturing and distribution. They had access to a fentanyl manufacturing facility in Hong Kong that was capable of ton-quantity fentanyl production and was distributing this dangerous drug on the internet.
