JSAS HealthCare (Jersey Shore Addiction Services) has served Monmouth County for decades as the region’s primary outpatient Opioid Treatment Program. Located on Neptune Boulevard in Neptune, the program uses Medications for Opioid Use Disorder (MOUD)—methadone, buprenorphine, and naltrexone—paired with individual counseling, group therapy, and peer support to treat opioid use disorder. As an outpatient OTP, JSAS serves clients who can maintain home, work, and family commitments while receiving daily or weekly medication and clinical care.
The admission process begins with a comprehensive assessment by a multidisciplinary team that includes a trained addiction counselor, a nurse, an HIV specialist, and a physician. Together they collect a complete social and medical history, determine whether MOUD is clinically appropriate, and design a personalized treatment plan. Ongoing care includes individual and group counseling, mental-health screening and psychotherapy for co-occurring disorders, nurse care management, and HIV counseling and testing.
JSAS has invested in programs that address the realities of opioid use disorder in central New Jersey. The Maternal Wrap-Around program provides specialized support for pregnant and postpartum women, including case management coordinated with obstetric care. A mobile medication unit—funded by state grants—extends MOUD access to underserved corners of Monmouth and Ocean counties. Pricing is broadly accessible: Medicaid, Medicare, private insurance, state insurance, sliding scale, and financial assistance are all available.
The leadership team is unusually credentialed for a community OTP. Medical Director Bruce Patsner brings both an M.D. and a J.D. Clinical Director Rebecca Green holds LPC, LCADC, CCS, and ACS credentials, and Nursing Director Jayne Sowinski is a Certified Addictions Registered Nurse (CARN). CARF accreditation since 2004—renewed with no additional recommendations on the most recent survey—signals consistent operational excellence.
