(SCADP) was founded in 1972 as a grassroots community response to the lack of alternatives to incarceration for people struggling with substance use disorder. More than five decades later, SCADP operates as a 501(c)(3) nonprofit serving Los Angeles County from its 11500 Paramount Boulevard hub in Downey, with a network of residential houses and outpatient programs designed specifically for underserved and disadvantaged populations.

SCADP is a Certified Drug Medi-Cal Provider and a member of the Los Angeles County Drug Medi-Cal Organized Delivery System provider network. That certification means substance use treatment services are offered free of cost to Medi-Cal and My Health LA beneficiaries who meet medical-need criteria, with services placed based on a full American Society of Addiction Medicine (ASAM) assessment.
