Southern California Alcohol and Drug Programs, Inc. (SCADP) was founded in 1972 as a grassroots community response to the lack of alternatives to incarceration for people struggling with substance use disorder. More than five decades later, SCADP operates as a 501(c)(3) nonprofit serving Los Angeles County from its 11500 Paramount Boulevard hub in Downey, with a network of residential houses and outpatient programs designed specifically for underserved and disadvantaged populations.
SCADP is a Certified Drug Medi-Cal Provider and a member of the Los Angeles County Drug Medi-Cal Organized Delivery System provider network. That certification means substance use treatment services are offered free of cost to Medi-Cal and My Health LA beneficiaries who meet medical-need criteria, with services placed based on a full American Society of Addiction Medicine (ASAM) assessment. SCADP also helps prospective clients enroll in Medi-Cal or My Health LA if they are eligible but not yet covered.
The continuum includes medical detox, residential treatment delivered through dedicated female-only houses (La Casita, Positive Steps, and Angel Step Too), intensive outpatient and outpatient programming for both men and women, medication-assisted treatment coordination (including methadone coordination while in residential), case management, and recovery support services. SCADP also operates the Angel Step Inn domestic violence program, recognizing that DV and substance use are deeply intertwined and that survivors need integrated rather than siloed support.
A notable strength is accessibility. SCADP provides certified ASL interpreters 24/7 through both in-person and online request systems to ensure equal access for deaf and hard-of-hearing community members. The program also explicitly accepts court-ordered probation, parole, DUI, PC1000, and Department of Children and Family Services referrals, positioning itself as a true safety-net provider with the institutional capacity to handle complex justice-involved and child-welfare-involved clients.
