Tully Hill Treatment & Recovery is a long-running residential substance use treatment center located at 5821 Route 80 in Tully, New York, about 25 miles south of Syracuse. The program has been serving adults for more than three decades and now offers detox, inpatient residential treatment, and outpatient programming, along with specialized care tracks for uniformed professionals and significant family services for the loved ones of those in treatment.
The clinical model emphasizes individualized planning across multiple inpatient levels of care. Adults entering treatment can begin with medically supervised detox and step through residential rehab into outpatient programming as their stability grows. A dedicated Uniformed Professionals Rehabilitation track recognizes that police officers, firefighters, EMS personnel, and military service members often face unique challenges in seeking treatment, and provides programming that addresses those realities. Family Services and Pre-Admission Screening rounds out the experience, ensuring that loved ones are part of the recovery process from the outset.
Clinical leadership at Tully Hill is anchored by Executive Director Cathy L. Palm, MBA, Medical Director Dr. Gregory Serfer, DO, and Clinical Director Ken Smith, LCSW, QMHP, alongside Director of Nursing Lori Dunbar, Director of Business Development Mark LeStrange, and other senior staff. The organization tracks and publishes Post-Discharge and Inpatient Treatment Outcomes, an unusual transparency commitment in the residential addiction space, and runs an active alumni community.
Tully Hill is CARF-accredited and a member of the National Association of Addiction Treatment Providers (NAATP), with admissions staff handling insurance verification directly for incoming clients. Most major insurance plans are accepted, alongside self-pay, and the program is open to patients age 16 and older.
